29.08.2008 - Number of Czechs detained, imprisoned abroad on the rise

While in 2005, 869 Czechs were arrested or imprisoned in the world, a year later it was 999 and last year the figure amounted to 1093. This year the ministry has provided only data for the tourist season during which 206 Czechs were detained or imprisoned in foreign countries. violent crimes or the violation of their residence conditions abroad. Most cases have been reported in the neighbouring Austria, Germany, Poland and Slovakia, as well as France and the United States as a high number of Czechs travel to these countries, the ministry told CTK. The statistics include not only tourists, but also the Czechs who stay abroad in a long term. However, Czech diplomacy points out that the statistical data might not be complete since Czech consuls are not informed about all cases. The international treaties enable to report the detention of a Czech citizen to the Czech authorities only if the respective person expresses consent with it or demands it. At present, an Indian court is proceeding the case of two Czech entomologists who were detained in India in June over alleged unauthorised insect collecting in the Singalia National Park. The Czech scientists dismiss the accusation, and say they did not enter the Singalia park at all. Czechs are from time to time detained abroad on attempting to smuggle drugs.

The number of such cases in Latin American countries has been rising. A total of 45 Czechs were arrested abroad over drug crimes in 2006, while last year it was 32 and this year 25 cases have been reported so far. Czech consuls help citizens in need in the cases of crime and misdemeanour suspicions, as well as accidents, loss of travel documents, health troubles and death. Consuls in Austria, Bulgaria, Croatia, France, Germany, Italy and Slovakia must deal with the highest number of cases. The Foreign Ministry also registers Czechs who are reported missing during their travels. In 2006, 35 Czechs were reported missing abroad, while last year in was 19 and this year four cases have been reported so far. Three Czech students who got lost in Albania in 2001 and a Czech woman who disappeared in Ecuador in the same year have not been found yet, Czech diplomacy says.
