Czech PM Topolanek has diabetes - press ... the ministers he inspected. He said he did not intend to make any changes in his cabinet. He said he awarded second best mark to the ministers on average, but added that it was up to the ministers to consider whether their deputies had passed the test and whether they wanted them to continue. "Not everything that was said behind closed doors was a praise," Topolanek said, adding that he usually appreciated the things that the cabinet ministers had managed to do. Topolanek said he was not interested in destabilising the government. Svoboda today pointed to his experience in the previous Czech governments and said that "there was no steamrolling in this government," which he could not say about all previous cabinets. Political scientist Zdenek Zboril said today he viewed Topolanek's holiday series of visits to individual ministries as an effort to make his government and especially some of its unimpressive members more visible. "In the case of some ministers there is no other chance but for the prime minister to visit them and to attract attention to them with the weight of his personality," Zboril said. He said some ministers wanted to remain unnoticed expediently.
Zboril pointed to Defence Minister Vlasta Parkanova (KDU-CSL) whom Topolanek visited on Thursday and whom he praised. "Parkanova is very successful in avoiding public interests while there are big developments in the ministry. She even seldom attends question times at the Chamber of Deputies," Zboril said. During his inspections Topolanek evidently became convinced that his government is basically fulfilling its policy statement in the middle of the election term, Zboril said. "However, the ministers' performance should be assessed elsewhere and not during such visits. The visits could also have some secret reason which could be warning. However, we are watching the demonstration of cooperation and successful functioning of the government," he said.
