Italian Prime Minister Silvio Berlusconi has arrived in Libya to sign a "friendship pact" with his counterpart Muammar Gaddafi. Under the deal, Italy will pay some 3.5 billion euros in compensation for abuses committed during its colonial rule of the North African country.
