Serb forces arrest Karadzic ... called on Macedonia to enact "substantial" new reform efforts before talks could start on joining the EU.
Commissioner Olli Rehn told reporters in Brussels that insufficient progress had been made on eight political benchmarks. These cover areas like political dialogue, implementation of police laws, the fight against corruption, judiciary and public administration reform, as well as measures to boost employment and business. Rehn also underlined shortfalls in Macedonia's June 1 elections. The general election was marred by violence and intimidation in mainly ethnic Albanian areas. The poll raised questions over the Balkan country's ability to meet criteria to join the EU such as the rule of law and respect for minorities. The European Commission will present its annual progress report on Macedonia in November.
