The Venezuelan government has invited Russia to conduct joint naval exercises off its territorial waters later this year.
A Venezuelan naval officer said four Russian ships and 1,000 soldiers would take part in the manoeuvres in the Caribbean Sea in November. The plans for the naval operations come at a time of increasing diplomatic tensions between the United States and Russia over the recent Caucasus conflict between Russia and Georgia. The exercises, which would be the first of their kind in Latin America, are likely to raise tensions between the US and Venezuela, whose president Hugo Chavez is a vocal critic of Washington.
