US defence secretary, Robert Gates, has arrived in Kabul on an unannounced visit amid increasing unease that the US strategy in Afghanistan is failing against a growing insurgency.
Gates is to meet American military commanders and Afghan government officials, in addition to the president, Hamid Karzai.
