Iraqi lawmakers have adopted a law that paves the way for provincial elections in 14 out of 18 provinces by the end of January.

PKK lists demands for German hostages ... the polls on October 1 in all Iraqi provinces. But this was torpedoed by months of dispute over election-related issues in Kirkuk. Kurds want the oil-rich city to be included in the autonomous Kurdistan region while the city's ethnic Arabs and Turkmen would rather see it under control of the central government. Parliamentarians said elections in Kirkuk would be delayed until a formula satisfactory to all sides was found.
