They said it contained no provisions for new sanctions on Iran but simply reaffirmed previous rulings. The talks came two days after Russia had pulled out of a scheduled ministerial gathering to discuss sanctions. Western nations suspect Iran of seeking to develop nuclear weapons, while Tehran asserts that its nuclear programme is for civilian purposes only.
